Regional Director, Dar

Bassam Shakhshir is a member of Sidara’s Executive Committee and a Regional Partner and Director of Operations at Dar. An accomplished industry leader with more than 40 years of experience, he brings deep expertise across the planning, design, project management, and delivery of major infrastructure and building programmes.

Bassam is recognised for leading complex, large‑scale developments that require strong operational discipline, commercial judgement, and close senior‑level client engagement. His experience spans airports, infrastructure, roads, urban developments, industrial facilities, and mixed‑use communities, and he is known for guiding multi‑disciplinary teams through demanding delivery environments while maintaining a strong focus on quality, cost control, and long‑term value.

As a member of Sidara’s Executive Committee, Bassam supports strategic oversight and operational alignment across the collaborative, bringing a delivery‑focused perspective to enterprise decision‑making. In his role at Dar, he oversees regional operations across multiple countries in the Middle East and Asia, and leads strategic projects and new market initiatives, driving regional performance, business growth, and operational excellence.

Over the course of his career, Bassam has been instrumental in securing and delivering complex, multi‑billion‑dollar projects and establishing operational frameworks that support sustainable growth. He holds a Bachelor’s degree in Civil Engineering and a Master’s degree in Construction Management from the University of Birmingham.
